So I was helping my mom with a garage sale, and this was one thing she put up. I have done everything I can to try and find anything about it, but I don't have much information. Even with all the powers of Google on my side, I can't find anything about this.
I guess my request is, can anyone help me find anything about this? Even if I get just a year I would be happy.

After a few minutes in google, here's basically what I found.
Its some sort of "lottery" punch board parlor game, apparently popularized in the 20's and 30's.
