IKEA sell adapters for £0.25, if you want to standardise on screw bulbs.
Screw bulbs suck, but they appear to be the international standard. "International" meaning "everywhere but America", of course.

It's a trick of perspective: it's actually behind the pins.
I'd imagine it's quite important for holding the shield (and therefore the bulb) in place.
