Is there a place I can buy a download of this movie legitely? I've been trying to find a place to buy all the movies but I don't trust the sites nor do I have a few hundred dollars just laying around.

You could import the japanese BDs or buy the localization from Aniplex USA, I don't think there's a digital version for sale.

physical only.
aniplex USA rarely does digital releases. they put one of the persona 3 movies on netflix after it went out of print, but that was years ago.
