You can change the ip on the router it self but your ip is in the system of it so no use of that .

So the really change your ip to a different country or what ever use Programms like host shield . Other ways just Google it

Changing his IP won't do shit to stop throttling. It's the same fucking company whos throttling him that would be giving him a different IP. And you never ever torrent shit over Tor. You shouldn't use Tor at all unless you want to browse the darkweb, since the FBI controls a lot of it.
