Nah, that's normal.
That's just one end of each heatpipe. Heatpipes are filled metal tubes, they have one pretty end and one not so pretty because that's where they got filled.
Usually you'd have these unpretty ends where you can't see them, like below the aluminium block, or have caps on top, so idiots don't get their testicles twisted. I got the same cooler here, even two of them (Arctic Freezer 7).
Your shitty heatsink is fine.

mine look fine but Google search found other threads on forums of people seeing the same symptoms. The responses say it's definitely not melted since Copper melts a a VERY high temperature.

I wouldn't worry about it unless your temps are crazy.
