So I have an old aspire v5 with a 1ghz processor and 4go of ram running windows 8.1. I was planning on using it for basic note taking and browsing but it can't even handle YouTube videos properly even after thoroughly cleaning it. So is there a way I can do anything with it or should I upgrade now?

All distros are lighter than Windows. If you want minimal packages included on install, do Debian with XFCE, Manjaro, or Antegros

To get the bar on the bottom where it fucking belongs you have to right click on it, select panel->panel preferences, uncheck "lock panel" and then you can only grab it on the far left or right, not somewhere else(!) to pull it where you want it. Also to get rid of that stupid menu remove it from the panel list.
