social media has any number of retarded rules to avoid bot accounts which inevitably fail and it's near impossible to tell which one you violated.

if your previous account got banned, they might have tagged your phone's ID and that could be interfering with the process of getting a new account. try it from a different phone? if you got banned from twitter, you probably have more than one.
