A few years ago I found a website (possibly a tumblr page) that had thousands of .gifs from old pc-98 era visual novels (pic related is one of the .gifs I saved from that site, I don't know the original filename).

I've been searching for the page itself for a while now and I've spent the last hour trying to find a certain gif. It was a head-on image of a CRT with "kill them all" endlessly repeating in pink text across it.

I remember the title 'Cosmic Psycho'

But I don't think the .gif I'm looking for is from that.

There are a lot of pixel art tumblrs out there, some using old games and some making new art. My best guess would be http://noirlac.tumblr.com/ but he seems to prefer "you're dead" to "kill them all".

Thanks a ton! I found some some I recognised on noirlac's tumblr and found the pic I was looking for on a similar tumblr page.
