Selected the darkened area and boosted the brightness to 150, which seems to be pretty much spot on. Then ''magic wand''d the text, expanded the selected area and just brushed it a bit with the smudge tool

I'm sure there's better ways to fill over the text, but I'd say this is probably the easiest at least
