It's a spliced image, and I can only assume the animation studio fucked something up because the splice was perfect. Episode 1 of Koikishi Purely Kiss (Hentai), around the half way mark, check for yourself.

The ones other people have done have spliced both the foreground and background layers correctly, whilst yours hasn't, so there's that I guess.
