Hello anons, I want to upgrade my GPU to an MSI GTX 1070.
The PSU delivers 400W, and I run a PC with an i7-4790.
Will the PSU do the trick, or will I have to upgrade? What exactly happens if the PSU is not up to task?

Should be fine, but be careful because you have a split-rail PSU, and need to balance your 12V loads so as to not overload either rail

The PSU can't pull the voltage up to 12V against all the loads pulling it down, your voltage sags, and your PC crashes.

Well for starters the 1070 only has a single 8-pin connector. It draws only 150W, 75 through the 8-pin and 75 through pins 21-24 of the ATX connector.
So you just need to make sure that you're not putting the CPU power, ATX power and PCIe power all on the same rail, and it would probably be a good idea to put the CPU power on the more-capacious 12V1 if you can.

The MSI GTX 1070 uses both a 6-pin and an 8-pin though. Guess I'll go with the safe option and upgrade my PSU to a 500W.
