It would be an interesting show if it was actually supposed to be about what would happen if realistic, believable characters were forced to interact with a cardboard cutout one-dimensional cartoon character, but this seems not to have been done on purpose.
All the other characters mature and grow over the course of the series, but she just stays exactly the same, and inexplicably doesn't get told to just fuck off and stop ruining everything for everyone.
inb4 she's just a dick to the protagonist because of their shared history: no she's not, she's a dick to absolutely everyone she meets, including her colleague who inexplicably likes her and keeps trying to include her even though she keeps getting blown off and turned down.

These are, of course, exceptions to the rule. The bulk does adhere to a baseline style a lot more than the west does, and they're more prone to reuse faces within a series-- what people call "sameface".
