If you mean in water, then just use water, maybe with a little soap. Soaking your skin and the splinter with water to make rmoval easier is a trick age- old. But baking soda can not do something specifically against it. It's the water.

if you mix it into a paste with some water and apply it for a few hours it supposedly makes removing the splinter easier.

I've tried to but its stuck under my nail where i cant reach unless i peel off my nail....

just leave it in if it doesn't hurt too badly, it'll either come out on its own or dissolve

If it doesn't work after soaking the skin and then with a small needle or tweezer and if it doesn't hurt- leave it here, those things grow out with the time by themselves because the skin grows from in to out.
