If you mean in water, then just use water, maybe with a little soap. Soaking your skin and the splinter with water to make rmoval easier is a trick age- old. But baking soda can not do something specifically against it. It's the water.

just leave it in if it doesn't hurt too badly, it'll either come out on its own or dissolve

If it doesn't work after soaking the skin and then with a small needle or tweezer and if it doesn't hurt- leave it here, those things grow out with the time by themselves because the skin grows from in to out.
