try zemana anti malware i think its free for a few days (i have it full and it has a nice scan that removes malware's)
also look at your C program files folder and sort it by date it usually has a new folder with some crapware recently installed. after seeing the name google 'how to uninstall x' sometimes you'll need to even remove the ip access and enter a reg command otherwise it will keep reinstalling even after its removed.

Norton has got some flak recently, hogging resources and being sloppy in catching malware.

Once you have your system up again, use uBlock Origin on latest Firefox when visiting anime sites and boorus.

Most of Norton flak is from previous versions that were terrible by modern standards, and even by the standards at the time. In at least one instance Norton was known to remove windows files though that was patched quickly.

McAfee also gets flack but that may more to do with McAfee himself, as well as the company policies on McAfee rather than the programs shortcomings.

Check your Internet settings (inetcpl) for a proxy that shouldn't be there. Most likely Norton removes the virus and there's a proxy putting it back each time you relaunch the browser.
