That depends entirely on the quality of the pipe you've got. Most free VPNs are total shit for speed, but private ones can run just fine. Even fairly cheap private ones have decent speeds you can play games and stream through without issue.

Programs with higher tolerance for ping like Teamspeak don't even kick me when switching on my vpn, lol. Ts3 is like, yup, this client just moved to another country in the last 5 seconds, no reason to kick it.
