Or, in other words, it makes the drive targeted bootable in MS-DOS and copies the core system files to it. (Usually command.com, and a few other files, varies with version.)
Modern Windows won't let you do it to C: (if it's available at all). On less modern Windows OS drives, it won't have any effect, as it's already been done.
Fine on a floppy. It won't necessarily make a modern hard drive or USB stick bootable.
