I'm getting 100+ Mbps test speeds, but Youtube videos are loading atrociously slow, sometimes buffering at 240p.
Attached image is a ping plot of my connections, but I don't really know what to do with this information.

have you tried disabling an adblocker to test if it was ad related or something. What extensions you use?.

But it's not just this one, it's any video. I hit 70-80% packet loss on multiple IPs and I don't know what to do about it.

Loaded perfectly for me. hmm. I'm not sure what to tell you. Have you tried a different browser? This is on your phone?. Have you tried a computer?. Is this home connection or store or something?.
I get buttery-smooth 1080p60fps video on my phone through wifi. It's a home connection and my computer is connected via cable.

Have you try other famous video streaming sites?
My guess is your ISP is throttling youtube but not m.youtube.

That's why I asked OP to try other video streaming sites to see where the problem lies.
Maybe it was peak hour and everyone in that area use the same fucking ISP? Idk.
Or maybe his ISP throttle video streaming all together without telling him.
