How to easily remove this brown, old adhesive that unwilling comes off when I moist it with water, and then scrub off?

Try using white spirit or paraffin to act as a solvent; also, paint / varnish stripper may work.
If you can't find a suitable solvent, then:
assuming that the underlying surface is reasonably resistant to high temperatures, you could try using a hot-air gun or blow lamp together with a scraper.
Always test on a small area first to see if the method appears to be working satisfactorily.

I can't tell what surface that is, or even what you're asking, but try a citrus-based solvent.

Orange oil works on some of those carpet contact adhesives. It essentially softens the glue to a point it can be scraped off.
I have seen some guys covering the area with polyethylene film after applying the orange oil. They are saying it soaks in better that way.
