I can just tell you that I kinda recognize it, but maybe just because it looks generic, and that the writing says 月に◯む者, but I don't know what the third letter says.

Looks like something with the tree and girl radicals plus something else on top, but I can't be sure. Maybe 月に棲む者, which would translate to something along the lines of "those who inhabit the moon", but I'm not getting hits in google so iunno.

My guess is that it's just an illustration done by some popular VN/LN (guest) illustrator of that era (2002-2006 ish probably) and they slapped on some text to make it look like an actual poster.

Well i was thinking it might be like the Strike Witches reference (though it hadn't aired yet when NHK aired, anyone know this is possible? Perhaps promotional material had already been published) so that the text on the poster isn't correct but the illustration might be a clear reference to something. But yeah it definitely could just be some random illustration.
