The image gave me the impression that everything below the collar was sheer, and that there was some kind of ruffling texture on the shirt's front, mostly due to the way the fabric is draping in the sleeves.

However, if you wanted to have a layered look, a jumper in cotton, acrylic, or wool, if you know how to take care of it, would do just fine.

I'd suggest checking Uniqlo or Asos for a basic jumper at a good price.

Also, as far as colors for the outfit, you can't go wrong with neutrals, but I'd suggest experimenting with burgundy, mustard, or forest green for a more grown up, traditional look, or pastels, if you want more of a childish look.

It'd look great with a blazer layered with it, and as far as footwear goes, I'd suggest penny loafers with knee socks.
