Hello I'm looking for a website that allows me to upload a image (a map in my case) and add clickable places in this image that would open tooltips with a description of a particular place.
I know Thinglink does that but it is a paid website, I'm looking for something free or cheaper.

I could probably code it for you if you need it say within the week, provided you send the image and description.
The second part may take longer.
It would probably be easier to throw up a template so you can do it again and again but obviously that would take longer.

Do you have access to Adobe Fireworks? Could you get access to it?
It would allow you to make simple roll overs extremely quickly and export as html.

There is a way you can set up before and after states on rollover or on click.
From those states you can position text boxes to appear in certain places.
It seems silly to replicate something that has been done better by someone else.
