I may be on to something, so I'll list my process as I go:
#1 Analyze word length: longest word has 24 letters. There are only 9 words in English that long. Suggest words are composed of n-grams representing letters.

Godspeed. My theory was that the letters denote a certain letter or type of letter because they only consist of r g m or c, and the numbers define which letter within that type.
Alright, I gotta go to work in the morning. Been playing with this throughout the day.
#2 Noticed groups of letters appear forward and reversed (e.g., 70cmg, gmc07). I am guessing both represent the same character.
#3 Changed the letter groups to alphabetic characters.
#4 Now here's where I got lazy: I tried to have a program solve the substitution cipher, but was unsuccessful, which means either my program sucks, or I'm completely off base.
