I'm trying to upgrade to testing from a fresh install of Debian 8 but when I try to CD into /ect/apt/ it says the directory doesn't exist. if I try to edit the sources list anyway I get a blank file. All the guides I've seen don't have this problem so I don't know what to do.

It's actually /etc/apt/

Lol'ing at ur life OP

We've all done it once or twice
it worked but I'm embarrassed how which time I wasted repeating a stupid typo.
Next to have to install a desktop environment. is it as simple as typing "apt-get install xfce4" or does a display manager have to be installed separately?

Something's wrong with you.
