It is some sort of a/v video converter, but you only show one side of the device so it is perhaps ill-advised to attempt to give a precise answer.
On the side that is clearly shown, there are five "RCA" sockets: left to right, a group of three = Green-Blue-Red (which are the three components of the video signal);
..... then a group of two = White-Red
which are the two (left-right channel) stereo components of the audio signal.
If you could post an image of the other side, it should then be possible to give a more complete and reliable answer.

RCA Video and sound in/out to HDMI converter or vice versa. Not sure why you'd want an RCA out if you are already converting RCA to HDMI though
