Deluge has aggressive peering but for long term seeding it'll crack under pressure. Windows version is not ever worth using
Qbittorent is all around okay, but it has a lot of flaws too. Peering has never been very good, hence the stalled meme but it's not unusable. It can handle a lot more torrents than deluge but it still starts cracking up at 1000+ torrents. It's your best option if you're on windows
Rtorrent is the best but it is linux only
I like Transmission. It may not be fancy but it works great despite a large ammount of torrents and it's available for both Windows, OSX and GNU/Linux. There's also a great application called transmissionGUI which gives you a UI taht replicates a local instance of the torrent client when controlling it remotely on a server.

qBittorrent

UI starts to lag, possibly becomes unstable and may crash, problems saving settings and torrent data on exit, etc.

I think his concern was more about why anyone would have 1000+ torrents.
