Could you guys recommend me a new graphics card? Overheating has taking it's toll on it. My budget is around 100 Euros and my current specs are:
Intel Core i5-4440 CPU
8GB RAM
NVIDIA GeForce GTX 650

Dota 2 requires very little performance you could probs run it on ultra at 1080p at around 100fps avg.

What I am using right now is Radeon HD 7850. I bought it in 2015 when it was already not the newest on the market, but it's working fine with no complaints. I have slightly worse CPU than you and the same amount of ram anon. I am running Dota 2, Hearthstone, Elite Dangerous, Warframe and all Dark Souls game without any lags on 60 fps, so if you don't want to play newest AAA games on ultra, you will be perfectly fine with that card.
Not sure about the price though, I bought mine for exactly €100 in 2015, so it should be cheaper by now

Thanks for the suggestion but that graphics card sadly isn't sold where I live. The closest store seems to be in Germany and if I add shipping it would be more expensive than a RX 460.

There's very little point in buying a used graphics card at the moment. The new 15nm cards are so much better that all the older generations that they outperform the cards that were in the next price-bracket up.
No-one selling a used card has come to terms with the fact that their 960 is shitter than a 1050, so the market consists entirely of sellers in denial wanting far more than their cards are worth, and uninformed buyers paying outrageous prices.
Don't be an uninformed buyer: either pay what these cards are worth (less than $50 for a 950 or equivalent, less than $75 for a 960 or equivalent), or get a new 1050/460.
