I have a PC that I do not think is not designed for gaming, but I want to play Grand Theft Auto V on it. I have tried playing the game on it before, and the game runs fine, but my PC gets louder and hotter, although it does not get so hot to the point that the PC shuts off. Buying a better computer is not an option for me right now, so I am wondering if it safe to continue playing or if it will permanently damage my computer in the long run. I have looked around for mods for the game designed for low-end PCs like mine, but I don't know if they actually work.
TL;DR Is it bad to play high-end PC games under minimum system requirements? Buying a better PC is not an option.

Sure it's safe. If running at whatever temperature it's at was dangerous, then that would be the temperature it shut off at.

Would these be safe temperatures?

That's hot, but not dangerous. 95 C is dangerous for cpus.
You can buy a better graphics card for like $220 on newegg.com. Go on /v/ and they can help you with PC gaming and upgrading your PC.

So if it isn't dangerous, that means I should be fine with playing the game even under system requirements? This may be dumb, but since summer is coming up soon, I'm worried that the summer heat might make the temperatures higher.

I'd love to upgrade my computer, but unfortunately, I can't afford to do so right now. My computer is mainly meant for work anyways, so I'm kind of pushing its limits by playing all these games.

Also, I think Grand Theft Auto V is the most demanding game I have on my PC right now, and if playing that game is fine, that means I should have no problem playing other games on my PC, right?

No-one's going to be upgrading anything. The "U" stands for "Ultrabook".
