Despite everything, I am unable to open my ports, as a result, no torrent programs work.
I've assigned a static IP to my PC's connection(192.168.0.2) using ipconfig /all.
I've gone into my router's settings and opened all ports(1-65535) to that IP and tried DMZ.
I've disabled all firewalls/windows defender.
I've called my ISP(Shaw Canada) and gone over all of the above and they say there's nothing they can do on their side.
I've done multiple factory resets/power cycles.
The only thing that works was putting my old router in bridge mode to my modem, however, I wasn't able to get it out of this mode despite factory resets and I needed a wifi access point, and got a free router/modem combo box. Now, with this new box, my ports are still closed.
As I speak, my torrent will randomly flick from "Downloading from 0 peers - Idle" to "Downloading from 1 peer - 4kb/s" for a second, then back to idle.
I have no clue what's going on or what to try next and seriously frustrated, any help or advice would be massively appreciated.

Norilsk, Russia

It looks like a place I'd like to visit for some fucking reason

Nah, the reason those buildings are numbered is because the commies built them identically. In a snow storm with near white out conditions, which are common there, it's the only way to tell them apart.
The Soviets had to order people to live there for the mining. All there is to do is drink and try not to freeze, then die of cancer when the heavy metal poisoning gets to you in a decade or two
It just flickered to "Downloading from 1 peer" again, what the fuck is going on

I've been reading about it, it seems like a very gloomy, terrible industrial town.

yes, that's russia in general
I'm now at a steady 3 kb/s
Is there anything out of place here?

Fix your DNS settings

Tried the server my ISP has me connected to, solid route with no proxy or anything in the way
Talked to Shaw support for about an hour(again) and went over everything, everything should be working, yet it isn't.
I'll try this again in another week or so, no real need to torrent anything atm.

Try using a VPN. I can only torrent using VPN, not the exact same symptoms but try it if you have the option. Not sure which free VPNs allow torrenting though, I've been using perfectprivacy, earthvpn, ghostery and a few others and they all worked fine, while I can't torrent at all without them enabled.

Yeah, you're using IPV6 and IPV4, yet your thread for some reason is only about IPV4.
