My usb mouse stops moving for a fraction of a second every 3

My usb mouse stops moving for a fraction of a second every 3 seconds kinda. it's really annoying and i'm going to buy another pc. i replaced the sata cables and the mobo but no difference. with a ps2 mouse the lag is much shorter. running an amd bulldozer and nvidia gtx 660 with corsair gs600.

i should have said i'm running linux mint 18 on amd64 bulldozer so i have no task manager. i will swap out one stick of ram at a time and see what happens.

the cpu load oscillates between 1 and 22% with no correlation to mouse faults. i have tried 4 usb mice and 2 ps2 mice.

the way it's pulsing says its a spike in mem or psu behavior, i'm not a linux man to be honest but it sounds like thats ya problem, is there a safe mode or a way to turn stuff off in the background, also try uninstalling the mouse drivers see if that helps

i pulled out the fluke multimeter and voltage is stable at 12.14-12.15 volts. can a psu be faulty even with stable voltage? the homemade mouse is hid so part of linux, i don't think there is a way to uninstall it easily.
