This stuff is so hard... It's like advanced language, but I'm still getting used to the basics. They mean the same thing but it's all about being proper... Ugh, better to learn the right way I guess.

"Yo dije" is the equivalent of "I said/told"
"Yo decía" is the equivalent of "I used to say/used to tell"

No. "Dije" is "I told him I wouldn't go to college."
"Decía" would be "I used to tell him I wouldn't go to college", or "I was telling him I wouldn't go to college", which wouldn't fit the full sentence of "I called my friend Enrique (who always came [looking] for me in his ride) and I told him I wouldn't go to college and he has to go back."
