You won't be able to play NieR Automata or Dishonored 2 on a sub-400$ Laptop.

But you can run Doom on any Machine made after 1998.

Wow, three contradicting things at once. Unless you are talking about Minesweeper...
You can get an already not that bad desktop for that.
With laptops I think the best thing in this case would be to look on the used market what is the machine with the best specs you can get for that.
a NEW one is absolutely out of question unless we are talking about games like Portal(2).

Most Laptops that cheap have a Pentium. Its a not very powerful Dualcore Processor.

You might want to look a a Lenovo 80UD00RFGE. It is one of the few Sub-400$ Laptops with a i3 Processor. The i3 6100U is probably the best you get in that price range.
