second for shutter, you can upload directly to an image hosting site. GIMP works too.

Snipping Tool. Integrated into Windows. I use this all the time. And allows copying the image into the clipboard.
This allows easy pasting into the Windows WhatsApp app.

On Mac just press CMD + CTRL + SHIFT + 4.
