My internet keeps cutting out randomly.
It wasn't connecting at all so I gave my ISP a call, they sent a technician and he "fixed" it
Little did I know that while it worked when he was here, he didn't stay long enough for me to notice it constantly cutting out
Since then my ISP has been extremely unhelpful and I don't know what to do

Since you are in a rural area, have your phone lines checked for line noise and such.
Call them up and ask for customer retention. They'll do whatever it takes to keep you as a customer when you threaten to go with somebody else.

In case it wasn't obvious already OP, we can't help you if you don't provide details. Otherwise it's just a guessing game about what kind of detail you failed to provide.
are you able to lock a lower sync rate on your modem connection? i mean, the connection is dropping mostly because of synchronization errors, because the line is either too weak or too noisy for it to stay up, so lowering the sync rate (basically the internet speed) a few mb/s will help
its 4g isnt it? how about you getting a boost antenna? or did the isp already got one up in your place? (im not talking about the satellite dish, but the antenna for the internet connection)
