recommendations?
my very old mobo and still kicking is a socket 775, ddr2, G31. It currently uses gt9500 and wish to upgrade because why not. what I'm looking for:
1. much lower power use
2. overall better performance
3. compatible with said mobo
will be used mostly for dota2, LOL and cs:go. pic unrelated.

Gtx 750 Ti seems right up your ally.
I know nothing about AMD cards, but I'm sure someone from that congregation can give you a recommendation.
DO NOT GET A GTX 750
Your mobo is pcie 2.0 and that card is pcie 3.0
I reckon a GT 730 would work well for your needs and is very close to the gtx 750
Its got slightly less power use than your 9500, much better performance than the 9500 and is compatible as far as i can tell.
Cheaper too

The difference between 2.0 and 3.0 is negligible... We're talking 4-5 fps

OP here. would rather wait for Ryzen assuming the mobo dies soon.

It does not matter which board you use, the GT730 will always be almost unusable shit, while the 750 is at least alright.
PCIe version is really not very important. On what I'd consider normal fps (around 60-100), you will have a very hard time even measuring the difference between 1.0, 2.0 or 3.0. You can at least measure PCIe versions when playing CS or something else with 300+ fps; then you may see up for 3% difference, but who cares at 300+ fps anyway.

Well Ryzen is here, and it is not that amazing in games. A 7700K wil beat a Ryzen in any game by quite a lot, and at similar prices. The only thing Ryzen gave us, was great multithread performance, but with overall low performance per thread..
For Dota 2, CSGO, and LoL as well, you want as much performance per thread as possible. They don't support more than 4 (well, mostly 3 really) threads anyway, so you will get no benefit from Ryzen.
If you are looking for the cheaper quad core versions later this year, they won't change that fact. Performance will be equivalent or worse than a used Ivy bridge and worse than Haswell. So I'd go for a cheap quad core CPU from the 3000/4000 intel series. If those are the only games you play, any of the Ivy or Haswell series i5 will be fine. If you want Battlefield and such, consider an i7 since.
For example, i5 4670 go for around 100-120€ here, and the boards are fairly cheap as well. I doubt you'll get a better price for a 4 core Ryzen that may or may not come out in the next few months, and will not be faster anyway.

But yeah, I'd also say GTX1050 or equivalent should be minimum. Dota 2 is fairly demanding these days. Just saying that the GTX750 is at least usable compared to the 730.

OP here. the benchmarks in youtube does say so, but linus seems to disagree about the price. saying 7700K is about $1000 while Ryzen 7 is 500-ish.
I'll just wait for the actual pricing in my own country when Ryzen actually gets here. and again this is assuming my mobo suddenly dies.
And I also have to consider the pricing of both vid cards here in my area.
