Pc wont boot to bios, all fans spin, all lights light up but getting no display, bought new cpu, changed ram around slots, tried onboard graphics, got a new cmos battery, reset the cmos, I'm running out of ideas at this point

I remember one time my PC did not boot after installing a new CPU cooler. I think it was because I installed the heatsink really tight.

I knew it was the CPU cooler since it was the only thing I installed that day.

This happened to me a couple of times a while back after cleaning and installing a new CPU and motherboard. I unplugged the cables going to my hard drives and plugged them back in and it booted up.

That board should give you beeps if errors.

Boot it up with no memory, this should definitely give you beeps. If it doesn't, either your mobo or psu are faulty ... or like >>282346 says, check your power connections are plugged fully in.

If you want beeps for troubleshooting, you need to connect a speaker on the jumpers on the bottom left of your mobo.
