I've seen private trackers getting mentioned here for that purpose. For most niche things its unlikely you find a public torrent site dedicated for just cartoons. At best you could just go to a streaming site and download the videos.

It's more because it'd get shut down super fast. There's a reason Nyaa is run by westerners and not Japanese, because Japanese authorities only care about prosecuting within Japan. They go after Japanese pirates all the time, but nobody lifts a finger to prosecute people for torrenting anime outside Japan. Thing is, American lawyers will happily go after people in other countries and it's a pretty short list of places willing to host such a tracker that will ignore C&Ds from America. Russian trackers are pretty reliable though, and you don't really need to speak Russian to use them. I used google translate til I picked up enough of the language to get by.

But I guess there is something to be said that /co/ doesn't have ANY kind of centralized distribution system. No IRC networks, and all the DDL archives are organized around individual fandoms (i.e. Wakfu has their own organization, MLP has their own, Gravity Falls has their own, etc, all separate from each other and individually maintained, I guess it's reassuring that all your eggs aren't in one basket, but it also makes it hard to find new shows).
