What's up with the touchpad on my laptop

Here is an odd one:

Laptop is HP Elitebook 8460p
OS is/was Windows 10

When I power the laptop on all works fine, the touchpad is responsive and I can click as intended.
If I open certain apps (like Device Manager) the touchpad will stop working properly but *only on certain parts of the screen*.
Right clicking on the task bar or on the start menu will no longer work.
Right clicking in certain windows will no longer work (control panel, device manager)
Right clicking in other windows will act like a left click... but not in all windows:
--In Chrome left click works and sends a left click.
There is other odd behaviour.

I ruled out it being hardware as it seems to be specific to certain windows and the buttons themselves do still work. So I figured it to be software.

I ran through just about every Synaptics Touchpad driver in existence and get the same problem.

So I figured that rather than driver it is software.

Windows 10 isn't officially supported on the 8460p so I clean installed Windows 7 again and installed all the provided HP drivers.

20 minutes later the same problem.

x64 versions of both Windows 10 and Windows 7. My next check is to try x86, but really I am out of ideas after that.

Anyone ever had such an issue or know how to fix it?

I cannot get in to the BIOS as it is passworded and I've no clue what the password is. I don't know if there is anything in there which I could tweak.

install the touchpad drivers directly from the touchpad manufacturer website, which is most likely synaptics. if that still doesnt fix it, then it most certainly is an hardware issue (it can the result of a water spill or something)

It didn't look like a hardware problem because the hardware of the buttons was working. It seemed more like software because it wouldn't let me click on the start menu but would let me click on chrome.

Those touchpads don't actually have buttons.

They have *a* button, and it works out whether it's a left, right or whatever click by where the touchpad says it's being touched.

You can test this yourself by resting your finger on the right side of the touchpad, then using a wooden or plastic stick to press the left side and click it.

the pic in the op has little to do with the touchpad present on the laptop in question, which has hardware buttons (a whole bunch of them i might add)
its probably some incompatibility

Yep. Hardware buttons. These exact ones (maybe I should have used the right picture).

The buttons perform actions. It does seem like incompatibility but the laptop is back to factory now and it still happens. The only difference is that I have put so many different drivers on it I don't know what the original was.
