Looking for an android app or pc program that will take 2 pictures that are similar, and merge them. The idea is to fix the faces of everyone in a group picture

I don't think such a program exists. Your best shot is Photoshop

You can try Microsoft's Image Composite Editor, but if you're trying to fix cutoff faces you might need a proper editor like GIMP or Photoshop.

I know some android phones have had it built in. It had like a butterfly shot, and it would sort through the photos, find a moment when every face is smiling and cut the pictures to make one where everyone is smiling.
