Does anyone here use this? I'm trying to set it up but most of the apps/guides seem outdated. What's the best pvr add-on and site to use for the live TV, and how good is the radio function?

I saw someone who had Kodi set up with all the TV channels and movies in a TV on their car, so I decided to give it a shot.

The radio is absolute dogshit, and in fact XBMC from ten years ago has the same functionality but better reliability.

I think you're confused about PVR addons: they're for driving a TV card your PC has installed. I set one up with (IIRC) MythTV, and it was a total saga, but apparently the newest release* has made it a lot less like jamming your balls in a filing cabinet.

* never run a x.x.0 of XBMC: no-one tests the betas or release candidates, so x.0.0 is effectively the first beta.
