What non-Jojo anime should I watch next if I want something similar tonally?
The most obvious answer would be Hokuto no Ken as it was a pretty heavy inspiration for the first 3 parts. However, G Gundam is absolutely PERFECT if you want more of the extreme hamminess with bullshit, but wildly entertaining shounen super powers.

Sakigake!! Otokojuku. It's a comedy title heavily inspired by JoJo. Same (or at least very, very similar) style of humor, but less action.
If you want a well-written battle shounen with a good mix of light-hearted adventure and dark violent stuff, Hunter x Hunter ain't a bad choice at all. A lot of people can't get into it, but it's one of my favorite manga series ever.
It's kind of hard to recommend starting with either anime adaptation though. The 1999 version changes some stuff and is pretty slow paced for a while, but it looks good, has a great soundtrack, and goes for a super dark tone which works surprisingly well in the first couple arcs (it only covers the first 4). The 2011 anime looks more modern and tries to capture more light hearted side of the manga (at least for those first couple arcs) but there's a lot of weird directorial choices that hold it back. To be completely honest with you though, I started with 2011 before reading the manga and watching 1999.
I'd say read the manga and then decide if you want to watch the anime adaptations.
