I need to do some assignments, mostly theoretical, about syntax of SQL queries and stuff like that. For this purpose I want to try it on actual software, but I haven't found one that actually supports this 'command line' insertion of queries. I have tried Microsoft Access and Microsoft SQL Server 2008; the first one doesn't have anything related to this 'command line' stuff and the second one seems to be just an engine or something, because the only option it gives me is to "Import and export data" (there isn't actually a program launcher where I can build a mock database and try queries).
What software do I need? I only want to build a shit database locally and try some queries.

iirc XAMPP should be the right program

SQLite.
You literally type "sqlite3 <any old filename>" on the commandline, and then it does exactly what you're asking for.

i would still recommend mysql workbench instead, making a whole db schema in the console can be quite cumbersome

That seems like quite a lot of effort just to do this.
