It was a Russian smiley I think
For a long time, the simple yellow face with the sunglasses and hands was a meme from some Argentinian forum similar to Reddit called taringa, where they called it picardia and joked about their point sstem. It may either come from /int/ards mocking tadingas, a failed raid from taringa in /b/, and/or the team fortress 2 generals in /vg/ which featured it with some prominenecy
They are AnCaps, which are memes satirizing the Anarcho-Capitalist political ideology to the extreme.
I know this meme from /tf2g/. We refer to it as pottis and it has nothing but good vibes. No relation to politics.
