Can anyone tell me how to ?

Type it in the twitter app, insert image and take a snapshot without posting it. That's how I make meme like this.

Sure. Never done it in Paint before, but it should work out.

First you open up the starting image in Paint. Use the Select tool to Select All. Make notice of the numbers at the bottom that show the picture's dimensions.

Then open a new paint window, drag the little buttons on the edges of the canvas so that the canvas is much taller and a little bit wider than the image you are using. Then go back to your image, Copy it, go to your canvas, Paste it, then drag it into position. Then use the Text tool to add text above the image, and save it when you're satisfied.

If you're wanting a thumbnail that's readable, then you'll want to play with the dimensions, font, and font size. I think 4chan leans towards making square-ish thumbnails that don't exceed 125 on either side (for non-OP images), though I might be misremembering. It's not really a lot to work with, so it'll probably take a bit of trial and error.
