WTF.

1. I plug in USB into my computer,
2. I open a txt document for editing from the USB,
3. I sit still and thing,
4. All of a sudden the windows in the second picture pops up.

It was minimised in the task bar, and it popped up by itself.

WTF?

I assume its either the port you are using or your USB. I've seen a few USB drives that require re-soldering to repair. Try using other ports or consider using a different USB drive. Nowadays USB drives are cheap and using google drive is free.

Tip: Quit posting WTF, it makes you seem like a bigger retard.
