Are you just trying to get better at drawing anime characters?
I would start drawing characters from a front view then start learning how to draw them in other perspectives. I think first you would have to get the anatomy for the characters right. Even anime characters follow rules for the anatomy. This would require many sketching phases. By this I mean first drawing out the parts in familiar shapes. With practice the anatomy will be ingrained in your mind to the point you wont have to think about. With everything you first begin at the basics. This is were most people quit. Most people only see the finished work and dont see all the work involved so they skip out on a lot of steps.
It also helps if you watch videos of people drawing anime characters from start to finish.
There is also software for virtual pose mannequins in case you need one. And not just that you can find pose books to help you out drawing things in perspectives.

Most of them are in Japanese, but you really dont need to know Japanese to use them.
