What is the best way to watch torrented anime? I downloaded a 64-bit series and it won't play on Windows Media Player or any other apps without stuttering. Are there any good apps to play it through or is it just too much for my computer to handle?

Did you try downloading decent codecs and using media player classic?
Also, what the fuck is 64bit anime supposed to be? Did you just misread x264? If so, most hardware should easily be able to handle that.

I'm not sure what a codec is honestly
I got it working on an app called ACG Player

a codec is the thing your media player uses to decode the information in the video file
gotta install appropriate/good ones

If you're not going to listen to the help someone gave, then what point was there in making this thread?
Try Media Player Classic (MPC) or MPV or even VLC. I recommend Media Player Classic.
You don't really need any codec packs, since any relevant media player these days can run close to any media file right out of the box. Maybe I'm exaggerating a bit.
Point is, you don't need any codec packs if you just want to watch anime and you use MPC or VLC.
