It is, in fact, the HDD indicator. Whenever your computer is accessing your hard drive for information, the light blinks. The bits of information it accesses aren't uniform in size, so the blinking isn't a steady pattern.

Just defrag your hard disk all the time, and then the cylinder will always be on.
