do you even have php installed? you cant just install apache (or any other servlet) and expect php to be magically parsed

Yes, there are multiple other PHP files on the webserver. I do not have control of the server, this is for a cyber security homework, and I have to install a reverse shell script through this insecure file upload to gain the ability to use a shell on the server.

Just in case you still have this tab open, I've deduced that it's a script replacing all php tags with html comment tags

look at op pic, there are no scripts, the page source is there. the browser, in his case firefox, comments open php (and probably unkown) tags
