Yes but technically it's termed as having two x-intercepts that are in the same location. At least that's how it was taught to me.

Another way to define it is when x is tangent to the x-axis. When you find a line tangent to an equation at a point, you DO use two points to determine the slope of that line, but we find this by having the distance between those two points approach 0 which leaves us with 1 point.
