I own a Samsung Galaxy S7- fancy waterproof one.
My phone has, for quite a while now, been doing what the pic related depicts- showing me getting messages I apparently have to download, from random people on my contact list. The people my device says the messages are from haven't come forth about me missing any messages from them- I'm positive nobody on my list is intentionally sending them.
I did try to manually download one, and it failed. I'm paranoid they might spam, or some sort of virus, so I otherwise haven't touched them.
I can't tell if I'm just terrible at using Google or I genuinely am the only person with this problem. WTF is going on.

looks like a problem with whatever messenger app you're using. try switching your sms app. QKSMS is a good one (FOSS so you don't have to worry about spam/virus)
It's on fdroid, idk if it's on the play store but you should install fdroid anyway

Samsung Galaxy S7 user here. Mine does sometime similar if I get an attachment or a message in a group chat while my data is off and I'm not connected to WiFi. But I see you're connected. Have you restarted your phone?

Many times, yes.

I see. I can't find anything online that would help either. I'll keep looking and I'll let you know if I find anything.
